Dear Chamber Members,

The St. Petersburg Area Chamber of Commerce supports the referendum authorizing City Council to amend the lease of City-owned submerged lands at Harborage Marina, subject to the conditions in Ordinance 640-H.

The proposal would extend the lease term to 30 years and require the tenant to construct new improvements at no cost to the City, including 200 linear feet of docks, boat lifts, and expanded restrooms. The specified improvements would become City property when the lease ends or is terminated early. A longer term gives the tenant a basis to finance needed capital work while providing for the eventual public ownership of those improvements.

Bayboro Harbor is an active part of St. Petersburg's working and recreational waterfront. Maintaining functional marina infrastructure supports marine businesses, boaters, and the broader maritime ecosystem near the Innovation District. This vote concerns a defined lease amendment and its required improvements. It does not expand the leased footprint or commit the City to fund the construction described in the ballot question.

We encourage voters to approve this referendum and ask the City to monitor delivery of the promised improvements, maintain clear public accountability under the lease, and continue planning for a waterfront that serves a range of maritime uses.
